Para chegar ao lucro fácil subornam tudo e todos: agentes policiais, autarcas (presidentes de câmara e vereadores) e políticos de carreira. Contratam consultores financeiros e contabilistas para "limpar as contas". Por fim "lavam" as avultadas quantias em novos negócios através de empresas "off-shore".
